Joining the Bay Conservation and Development Commission as Program Manager for the Adapting to Rising Tides ( ART) program last November, Brechwald oversees multiple projects assessing coastal areas that are vulnerable to sea level rise. “We’re working at every scale, from the federal level down to community members who will be affected by climate adaptation,” she explains. Manuel Oliva’s career has been focused on climate change and conservation since his days as an engineering graduate student at the University of Maryland.

“I’ve done the entire spectrum, from the federal to the state to the NGO perspective,” says the incoming CEO of Point Blue, the Petaluma-based nonprofit focused on environmental conservation and research. “This gives me a really good overview on how to best support our work as an organization.” Most recently Oliva was an acting director of the Development Resources and Disaster Assistance Division at the USDA’s Foreign Agricultural Service. Youth Learn to Shift as the World Shifts

In a bright classroom in the hills of East Oakland, youth huddle in small groups building miniature rain-catchment models. Birdhouses serve as the base for a catchment system composed of a foil gutter, a straw pipe, and a Dixie cup rain barrel. Spritzes of water from a spray bottle generate rain-like condensation, which trickles through the system into the barrel. The eight middle schoolers gathered on this chilly Saturday morning are participating in a youth social-media ambassador training organized by a climate-readiness program called Mycelium Youth Network. Widening Gyre of Ocean Challenges

Last year, researches working with SF State’s Estuary and Ocean Science Center installed an array of instruments to track underwater parameters. John Largier, a UC Davis professor of oceanography, says he expects clear trends and patterns indicative of warming and acidifying waters to become apparent in the data in about a decade. High Sierra lakes are not immune to climate change, but snowpack provides a moderating effect.

Researchers with the University of California analyzed climate and water-temperature data from 19 lakes scattered throughout the Sierra Nevada, including Emerald Lake in Sequoia-Kings Canyon National Park, where UC runs a long-term study site. They found that summer air temperatures at Emerald Lake are warming 1.5 degrees Fahrenheit per decade — a rate lead author Steven Sadro says is as high as nearly anywhere on the planet. What makes a bond green? When the debt is issued specifically to bankroll projects with tangible environmental benefits. So when the San Francisco Public Utilities Commission faced a hefty price tag for major infrastructure overhauls, they chose to go green. “The goal is to get to $1 trillion in annual green bond issuances by 2020,” says Mike Brown, the SFPUC environmental manager who oversees the $1.4 billion in green bonds that the commission has issued since 2015. Harbor Seals “have this dual existence,” says Sarah Allen, National Park Service ecologist. “They’re tied to the land physiologically and tied to the bay waters for food and travel.” From rocky islets to tidal marshes, the Bay shoreline offers respite to these native marine mammals. Rocky islets like the Castro Rocks, located near the Richmond-San Rafael Bridge, are particularly important refuges -- but more than half the islets that exist throughout the Bay are likely to be erased by sea-level rise this century. Meanwhile, the ability of tidal marsh habitats to naturally respond to rising waters offers hope.

Restoring wetlands is an extremely effective way to cool land surfaces, a study conducted in the Sacramento-San Joaquin Delta indicates.

For three years, Kyle Hemes of UC Berkeley and colleagues kept tabs on the heat flux and air flow above three restored Delta wetlands on Twitchell and Sherman islands, and an alfalfa field on Twitchell Island. Surface temperatures at wetlands with open water were up to 5.1 degrees Celsius cooler than the crop field during the daytime. As expected, the dark open water absorbed more solar radiation, and released the energy slowly at night. But wetland vegetation played a role as well. In response to the critical threat that changing ocean chemistry poses to both ecosystems and economies, the California Ocean Protection Council adopted the state’s first Ocean Acidification Action Plan on October 25.

The plan addresses ocean acidification—like climate change, a consequence of rising atmospheric CO2 levels—in the context of other threats such as polluted runoff, warming temperatures, and rising seas. It promotes local solutions that are likely to provide multiple benefits—from improving water quality to promoting healthy seagrass, marsh, and kelp forest habitats. The plan, one of the first released by a member of the International Alliance to Combat Ocean Acidification, identifies six key strategies, and outlines five-year goals and actions for each. “We hope this plan can serve as a model for other jurisdictions that are looking to address ocean acidification and global ocean change through concrete and targeted local, regional, multidisciplinary and scalable activities,” says the Council’s Jennifer Phillips. Floods and droughts can cause pools and riffles—and the bugs that live in them—to become more homogenous.

For years, scientists monitoring water quality in streams and rivers have collected mixed samples of aquatic invertebrates from riffles, pools, and transition zones. But UC Santa Barbara stream ecologist David Herbst and his colleagues recently finished a 15-year study of the benthic life in small streams of the central Sierra that examined pools and riffles separately. They found that during flood and drought events, these habitats and their inhabitants become more uniform. The recent California Adaptation Forum in Sacramento included more sessions and voices on climate justice and equity issues than in year’s past, but the public was missing.

 “When you have two hundred of the best climate adaptation professionals in the room together, that’s an opportunity…” said Phoenix Armenta from the Resilient Communities Initiative. Constellation of Climate Events Lifts State Spirits

“We are seeing events we have never seen before,” said California Natural Resources Secretary John Laird to the over 750 attendees of the California Adaptation Forum on August 28th. Inside the cavernous ballroom of the Sheraton Grand in downtown Sacramento, Laird ticked off to the audience the evidence that climate change is present in California: wildfires burning faster and hotter, rainfall five hundred percent above normal, and longer lasting Central Valley heatwaves. “[Climate change] is happening, we’re experiencing it, and we’re in the middle of it right now,” concluded Laird. “What we’ve seen is frightening, but we can’t allow ourselves to be paralyzed.”

California sea lion nurseries are moving north as Año Nuevo Island and the southeast Farallon Islands experience a record-breaking boom in sea lion births.

Zalophus californianus have traditionally preferred nurseries in the Channel Islands, but the population of pups born off Northern California’s coast began skyrocketing in 2016. Births at both sites went from a few dozen pups to more than 500. The trend has only intensified since; more than a thousand pups born at the Farallones, and between 500 and 700 at Año Nuevo, in 2017 according to NOAA; similar numbers are expected this year, although final counts are not yet available. Such high census numbers are unprecedented since robust surveys began in 1975. Innovative stormwater management strategies throughout California are pioneering new ways to capture and use stormwater to augment local water supplies and prepare for climate change, according to a new report.

North Richmond: Building Equity in the Urban Fabric and Forest

The neighborhoods in North Richmond grew up with Richmond’s famed shipyards during World War II, along with railroads and a burgeoning fossil fuel industry. When you stand there today, you can literally see and hear this legacy of industrialization, which is also evident in the community’s high rates of poverty and asthma. Here the idea of resilient design means something completely different than it might mean in other parts of the Bay Area.
